This would be because they would have with them an eTA which is known as the Electronic Travel Authorization and it should be valid for these people to be able to get to the country. Once they have this, they can go to the country without the need for biometrics.

It would make sure that things would go smoothly and swiftly and not too much time would be spent on waiting for the documents and the approval to be processed.

This is especially true if the person is 14 years old to 29 years old. If it is a case of asylum, then there is no limit when it comes to age – all must provide biometrics data.
